Raffle Permit and Report:

We need this before the September meeting. It may take several weeks to process – so do it early. Send in the form and $20.—registration fee.—   And then send in a report of what we did with the raffles at the close of the year.  You can do both of these any time after May 31st – Find the two forms you need for the Raffles here:  https://oag.ca.gov/charities/forms#raffles

PLEASE NOTE: The registration period for conducting raffles is September 1 through August 31 annually. Registration must be completed prior to conducting raffle-related activities, including the selling of raffle tickets.

Electronically  – file with the IRS  – the 990 ne postcard.   This is done every year  within 5 months of the close of business year – after May 31st

Electronically-file with the State of California- the 199-N- e-Postcard.  This is done every year within 5 months of the close of business year- after May 31st.

Annual filing with State Charitable trust  within 4 months and 15 days of the close of fiscal year:  There is no fee required from us.  (rrf1 Form)

Every other year (odd years)  file Statement of Information for Corporations  https://businessfilings.sos.ca.gov/   This is done every 2 years.  Last filed October 2, 2015  A $20.00 check  or credit card if filing on line.  So this needs to be done  by October 2017.

Every time you file any of these forms  —  make a copy for your records and the auditor, and send a copy to the District President.

LATE PAYING/NEW MEMBERS- DUES REMITTANCE

DISTRICT TREASURER RESPONSIBILITIES

The Treasurer is a voting member of the Board of Directors, Executive Board & Executive Committee

Bylaws, Article III, Section 3h – The TREASURER shall receive all money due Palomar District from all sources; shall  keep a record of same in a ledger book belonging to the District; and shall deposit the money in a financial institution approved by the Executive Board.

(1)  She shall obtain the necessary signature cards to be signed by the President, First Vice President, Recording Secretary, and the Treasurer, with only two signatures required to sign checks.

(2)  Expenses listed in the budget may be paid and shall be ratified at the next Executive Board or Board of Directors’ meeting. Expenditures exceeding Fifty Dollars shall be presented to the Board of Directors for approval. The Treasurer shall pay only from District vouchers with all bills/receipts attached.

(3)  The Treasurer shall ascertain that all approved budget expenditures are used for that specific purpose only. Unexpended budgeted items shall revert to the general fund by vote of the Executive Board.

(4)  The Treasurer shall keep all accounts between Palomar District and its members and shall notify the President of the clubs whose dues are delinquent.

(5)  She shall give a financial report at each Executive Board meeting, the Board of Directors meeting, and at the first Board of Directors meeting of the new fiscal year.  Copies of these reports shall be given to the President, Recording Secretary, and the Auditor.

(6)  The Treasurer shall deliver the books to the Auditor by April 10 for the preliminary audit and by June 15 for the supplemental audit.  The supplemental audit shall be considered as the final audit.  (Proposed amendment- Sept 2017)

(7)  The Treasurer shall deliver to the Auditor the check register, bank statements, deposit rec2ipts, and expenditure vouchers and receipts. (Proposed amendment- Sept 2017)

REMINDERS

  • GFWC-CFWC remittances-  use the CFWC Remittance form, send all dues monies and club donations for the CFWC approved projects to the GFWC-CFWC Financial Secretary.  A duplicate copy is sent to the GFWC-CFWC Director of Finance.  Checks are made out to CFWC and sent monthly.
  • Responsible for the Raffle Permit (with the assistance of the 4th Vice President) (application & check due annually between Sept 1st and August 31st and completes the Raffle Report ANNUALLY)  NEW for 2013-  You must have Tax Exempt Exemption status from the California Franchise Tax Board.  Please note ,an Internal Revenue Service (IRS) determination letter with your 501c status will not satisfy this requirement. 
  • Notifies the 2nd Vice President of any NEW MEMBER Dues received.
